COOPERATIVE GLOBAL MANAGEMENT 

The world is already partially knit into a web whose global nodes are
municipalities, counties and States with good communications.  Central 
governments have always supported a defense arm, and this is echoed in 
the police forces and justice systems of municipalities, counties and 
States.  As with the military, those who watch over misbehavers also 
access the more sophisticated communication tools. 

As municipalities become more enlightened through their library Internet
connections, each city/county/state will require enterprises to guide 
individual and group developers of the eventual World Wide Web in the 
pace of change....  governance is not required.  With a public -- and 
growing -- Internet, each culture has safe ways of sharing knowledge 
and influencing cultural views elsewhere.  It is hard for me to believe 
that some people would actually wish to see this stifled. 

It is for this reason that many of the generalized terms we use, such as
MEDIA, GOVERNMENT, MILITARY, REGULATION, and the like need to be put 
aside and more precise descriptions of government function invented to 
encompass the network reality of future world municipality functions.  
With improved intermunicipal communication and upgraded intermunicipal 
transport systems (including -- if available -- conveyors and 
teleportation) in many municipalities around the globe, less metal will 
be consumed, fuel usage will diminish as alternatives to travel become 
more popular.  The new philosophy of "Do as you like, but no harm" will 
pervade and damn the torpedos.  Diverse behaviors will find new 
channels of expression, as predatory, selfish, aggressive, hurtful 
behavior begins to diminish around the globe. Trust will be a given 
value that is not questioned.  Governments will not be needed. 

As one example, my proposal for "door-to-door" transit, replacing the
millions of single-occupancy autos in municipalities, proposes that 
entry or exit of the vehicle employs no cash, transfers, or pre-paid 
transit pass.  Instead, a simple magnetic-coded card registers each use 
of transit and at the month's end, the user receives a transit bill as 
part of her/his telephone or utilities bill, the same as long-distance 
service, or cable.
