Politics.

How can there ever be an end to war? 

First we kill all the politicians. 

But who would lead the country? 

The people. 

But the people don't know how to run the country. 

We will teach them. 

But the people are too diverse in their beliefs: 

Social, political, religious. 

We will unite them. 

But, then, who is we?
